We at Vegas Concepts Casino Events receive many inquiries about whether or not we are an actual casino, so we explain that we are not a casino, but a casino-themed event planning company. Oftentimes we are asked about planning casino night events for charitable causes. Most callers are completely misinformed about Texas law with respect to charity casino events. That’s where our 35-plus years of practical experience can help!

Texas gambling laws are perhaps the strictest in the US. Though gambling is not illegal, there are certain requirements necessary in order to do such legally. There can be a fine line between what is considered “gambling” and what is considered “entertainment.” We are not offering legal advice, just our expertise in conducting successful charity casino events that abide by the law.

Texas Law regarding Raffles and Casino/Poker Nights

Excerpts from the Texas Attorney General website –

The Charitable Raffle Enabling Act, Chapter 2002 of the Occupations Code (CREA) establishes the guidelines for raffles in Texas. See Tex. Occ. Code Ann. Ch. 2002 (Vernon 2004). The statute is very technical and should be consulted before advising an organization regarding the legality of a proposed raffle. There are numerous Attorney General Opinions regarding both raffles and casino/poker nights. The Attorney General is not permitted to give specific legal advice to members of the general public, and the following represents only guidelines for suggested responses to frequently asked questions.

Raffles

CREA defines a raffle as ‘the award of one or more prizes by chance at a single occasion among a single pool or group of persons who have paid or promised a thing of value for a ticket that represents a chance to win a prize.’

Only a qualified religious society that has been in existence in Texas for at least 10 years; a qualified volunteer fire department that operates fire fighting equipment, provides fire-fighting services and that does not pay its members other than nominal compensation; a qualified volunteer emergency medical service that does not pay its members other than nominal compensation; or a qualified 501(c) tax-exempt, nonprofit organization that has been in existence for at least three years may hold raffles in Texas. Individuals and for-profit businesses may not hold raffles.

All proceeds from raffles must be used for the charitable purposes of the organization as defined by CREA 2002.002.

Poker/Casino Nights

Unlike raffles and bingo, there is NO exception to the gambling law in Texas for nonprofits to hold poker or casino night fundraising events. The gambling law, Chapter 47 of the Penal Code, applies to nonprofits and to for-profits equally. Refer to Tex. Pen. Code Ann. §47 (Vernon 2003).

It is legal for individuals to play poker or other casino activities in a private place, defined as ‘a place to which the public does not have access.’ They can bet money and win money. However, all money must be redistributed to the participants. The ‘house’ cannot keep a cut, thus it would obviously be difficult for a nonprofit to raise funds in this way.

How It’s Done – Legally

As clearly stated in the code, “there is NO exception” to the law in Texas, so there is NO loophole to get around it. However, this doesn’t prevent the show from going on!

  • All 501(C), tax-exempt, not-for-profit organizations can successfully host a casino-themed charity fundraiser and also meet the requirements of the law.
  • Vegas Concepts uses “funny money” in all of its casino games, there is no actual “money” at stake. The entire “Las Vegas” aspect of our casino games is solely for entertainment purposes.
  • Door-prizes and raffles can be the way to go! The law allows a qualified organization up to 2 raffle events per calendar year. Raffles are most effective for smaller groups of under 100 guests. Clever prize ideas are gift cards, wine baskets, business services, venue memberships, sporting activities, and resort/hotel stays!
  • Auctions are great for groups of 100 or more. Live auctions and silent auctions are both effective with silent auctions better suited for a larger number of auction items at a price of $500 or less, and live auctions the best option for a smaller number of higher-priced items.
  • Obtaining financial donations through “pledges” to “support your cause” is the main purpose of holding a charity fundraiser, and it’s perfectly legal! Donations can also be in the form of services such as printing, marketing, food, live music, venue, and decorations./p>

Off the Cuff – Whacky Laws of Yore

Interestingly, there are still laws in effect around the country that may have been necessary when they were adopted, yet have long-since served their purpose. Here are a few of those laws:

  • An old statute in Kentucky states that men who push their wives out of bed for inflicting their cold toes on them, can be fined or jailed for a week.
  • In the 6th Century, it was customary to congratulate people who sneezed because it was thought that they were expelling evil from their bodies. During the great plague of Europe, the Pope passed a law to say “God bless you” to one who sneezed.
  • It’s against the law to boast that one’s parents are rich in Washington state.
  • Playing Randy Newman’s “Short People” on the radio is illegal in Maryland.
  • In the state of Alabama, it is illegal to play Dominoes on Sunday.
  • A 100-year-old law in Willowdale, Oregon makes it illegal to swear during sex.
  • An odd law in Minnesota makes it illegal to hang male and female underwear on the same washing line, and in Minneapolis, double-parkers can be put on a chain gang.

One of the most fundamental decisions to make when planning school events is choosing a theme. Keys to Success

Start planning at least six to nine months in advance, especially if you have to secure vendor contracts and background checks. If you will be asking businesses for donations, give them at least six months of lead-time and avoid approaching them during the holidays, when they will be besieged with requests. “Start way ahead of time,” says Jami Bond, Co-Chair of Southlake Carroll High School’s Lock-In, sponsored by PTSA from Southlake TX. “Project celebrations or Prom Events are not something you can just throw together.”

Promote the event by using your high school’s Facebook, Twitter, Instagram, and other social media. Make the event special with casino-themed decorations (check your local party and dollar stores), music (being a full-service event-planning company, we can arrange all your outside vendor needs). Recruit a parent to get food donated or purchased at Sam’s Club or Costco.

You will need plenty of parent volunteers. We suggest getting a junior parent to help since they will be building future class memories. Be sure to have enough helpers so they can rotate out to enjoy the games themselves.

Vegas Concepts brings in authentic casino equipment to show the students how to play craps, poker, roulette, or blackjack by our trained dealers. They are given “Funny money” to spend and they can redeem their winnings for raffle prizes. We also bring in inflatable games that are age-appropriate. Project Graduation

Project Graduation first began in Maine around 20 years after a terrible accident had a major impact on a small community. 18 teenagers died in an alcohol-related highway crash. In an effort to prevent this accident from happening in the future, parents and school officials decided to create an event called “Project Graduation” or “Project Celebration.”

This event would offer graduating seniors a safe haven where they could celebrate with their friends in an alcohol/drug-free environment. Eventually, it caught on in Texas. Most high schools in Dallas and Fort Worth now have these types of events!

In the event planning business for over 35 years, we have developed our expertise in fundraiser events. There are a few simple concepts to keep in mind in order to ensure a successful event!

Pre-event planning is of primary importance as there are many factors and compliance issues to address. That’s where our expertise can begin to help as we work with you to sort out the details and plan an effective strategy. Of course, the longer you have to prepare, the more you can ensure a smooth, well-operated event.

The calendar day of the event can make or break a fundraiser from the starting gate. When setting a date, keep in mind people’s general schedules, i.e. NFL season, Holidays, important school events, etc.. to avoid colliding with another event.

It’s also wise to schedule the event during a weekday, as more venues are likely to be open during the week and usually offer discounted rates. Also, guests are less likely to “over-imbibe” on a weeknight, which takes a little of the responsibility of controlling the event off of the shoulders of the staff, not to mention, additional peace of mind across the board.

Familiarize the team with concepts such as casino (funny) money, table sponsorship, and advertising donations.

Table sponsorship is of vital importance for an effective fundraiser, another piece of the planning that having ample time to accomplish will result in dividends.

Start the sponsorship/donation process by writing an event donation letter to send out to prospective sponsors. Allow for the time needed to obtain donation commitments. Ask for donations in services, such as printing, marketing, food, live music, venue, and decorations! You may be surprised at how quickly things begin to gel and before long, you’ll be able to cover your expenses with sponsorships!

It’s always beneficial to offer door prizes and raffles to keep the interest of the guests piqued. Prizes may consist of items like gift cards, wine baskets, business services, venue memberships, sporting activities, and resort/hotel stays.

In 1977, a small group of area business professionals hosted a holiday party for associates and friends, with a goal to collect toys and raise funds for needy children in the DFW metroplex. In 1978, the endeavor grew into an annual gala called the Dallas Margarita Ball, organized as a 501(c)(3) charitable non-profit entity, and became the Dallas Margarita Society.

By the next decade, the Society was expanding across the metroplex. In 1982, the Arlington Margarita Society began, and in 1988, the Fort Worth Margarita Society was established.

In 2001, the Dallas Margarita Society hosted its First Annual Las Vegas-style Casino Party, featuring Black Jack, Roulette, Craps, and DJs.

During the Dallas Margarita Ball of 2002, the First Annual Silent Auction was held, presenting items of art, gift certificates, weekend getaways, and sports history.

Today, several other metropolitan areas around the country, including Orlando, Tallahassee and Palm Beach, Florida, host Margarita Balls to provide for at-risk children in their local communities. The Margarita Society is now the largest charity organization in the world providing gifts for at-risk children.

The Fort Worth Margarita Ball will be held at the Worthington Hotel on November 9th this year. The 2019 Dallas Margarita Ball will be held at the Sheraton Dallas Hotel on November 23rd. The Arlington Margarita Ball will also be held on the 23rd at the Arlington Convention Center.

The Side Basic – One of the most fundamental dance steps is the side basic, where the pair are facing each other in the traditional fashion, holding hands with their left, the right hand of the male on the waist of the female, and the right hand of the female on the male counterpart’s arm or shoulder. The movement is made in unison by gently stepping side to side, following through with the hips, creating a rocking motion. As a general rule, the male initiates the movement by leading with his left foot while the female follows.
  2. The Right Turn – The next most important step follows the side basic. Using the same stance and movement, the leader then twirls the partner, who turns to the right on the ball of the right foot. Sure, we’ve all seen this time and time again, but a little practice would be beneficial in perfecting this maneuver, as it’s not as easy as it might look.
  3. The Waltz: The Box – Then we have the traditional box step or “Box Waltz.” A tad more complicated than the side basic, the box step is considered “classic” due to its delicate fluttering nature, giving it a certain air of sophistication. Though similar to the side basic, the box uses wider side to side steps and generally moves in a circular motion.
  4. The Under Arm Turn – The under arm turn is to the box, what the right turn is to the side basic. It’s an adaptation of the turn where the leader spins his partner in the the midst of the waltz step sequence. This adds an additional dazzle to an elready stylish display of elegance which is sure to catch the eyes of onlookers.
  5. The Dip – And lastly we have the dip, a maneuver that adds a little hint of ballet to the mix. After all the previous steps have run their course, the dip polishes it off with a final pose – an exclamation point if you will. The dip is where the leader pushes off the partner, twirls the partner downward while gripping with either one hand or both, and when the partner reaches the bottom of the dip (spinning either towards the base or towards the audience), holds for a moment, and then is usually (but not always) retrieved back to the original stance. There are many adaptations of this move, all of which are sure to make a grand impression if done properly.

It may be worthwhile to take a few dance lessons at your local dance studio to solidify your confidence before your next excursion to the dance floor. Just think, if you attend a lot of weddings and events where dancing is involved, the cost will soon justify itself.

Having primitive roots, dancing has always been a joyous form of expression accompanying jubilation, and good times in general. For Starters…

  • Your charity must be a 501 c-3. (Non-Profit).
  • Tournament director and VCI will customize the Tournament.
  • Each player will be giving a donation to the charity cause for the seat
    in the Poker Tournament. 3-hour timed tournament on two hours of elimination and final
    table in the last hour.
  • We suggest $50, $100, $200 per seat for your Tournament.

Table Sponsorship

  • Sell the poker tables to individuals or corporations.
  • Print 4×6 – VCI provides table tent signs for recognition of sponsors.

A Successful Approach for Non-profit Events

  • Paypal for registration of event
    Day of Tournament.
  • As your guests register, Vegas Concept’s will randomly place
    your guests at the tables.
  • We suggest starting each player with 3-k or 2,500 in chips for a
    three-hour tournament.
  • After play has begun, the computer moves the blinds up every 7
    to 15 minutes for the first hour.
  • The blinds will start at 100/200 and increase every 7 to 15
    minutes 200/400, etc.
  • As this happens, players will be eliminated from the tournament.
  • Tables will be consolidated as we see 3 or less players at any
    given table.

Rebuys

  • Re-buy amounts should always be one half of the seats price
    donation.
  • Rebuys are for either 1,500 or 1,250 in chips. One add-on buy.
    Rebuys will be for the first hour only.
  • What we have experienced at Fundraisers is that “UNLIMITED
    re-buys” give the Tournament a new flare. Basically, a player
    could pay to win the Tournament. We have raised more money
    for our charities by allowing unlimited re-buys for local charity
    events.

Tournament Play

  • The first two hours VCI will do an eliminations style tournament.
  • As players are eliminated and drop out of the tournament, they
    will leave their table. The Pit boss will move the remaining
    players to consolidate the tables.
  • The top 12 players will be at the final table in the last hour. We
    will give the players a voucher for the total value of their chips at
    the end of the two hours. Each player will come to the final table
    with the amount of chips they had at the end of the first two
    hours of play. They have to present the voucher to the Pit Boss
    on the final table to get their chips. Then as play at the final table progresses, your guests will start
    cheering for their favorite players. The final table really gets the
    gallery into hooting and hollering for their favorite player.

  • 4×6 acrylic table tent signs (for recognition of table sponsors).

Client Provides

  • Require 2- committee members to assist are Tournament director
    in collecting cash or credit cards transactions for re-buys sales.

One of the most popular casino games is Craps. Why is it so popular?

Craps is a very simple game – easy to learn and easy to play.

Though it may seem a little intimidating at first, “The King of Games” is basically about just 2 numbers, the winning number, and the losing one – everything else is inconsequential. So just dive right into the action and don’t be bashful!

A round of Craps consists of either a single roll or multiple rolls of the dice. The person rolling the dice is the shooter. The initial roll, the comeout roll, determines much of the direction of the game for that shooter’s turn. If the shooter’s comeout roll equals 7 or 11, players who bet the pass line automatically win. If the comeout roll equals 2, 3 or 12, players who bet the pass line automatically lose. If the comeout roll is any other number, that number becomes the point, or the number the shooter must match in a subsequent roll.

With the point established, the shooter must now roll that number before rolling a 7. If the shooter rolls a 7 before the point, they “crap out” or “seven out”, their round is over, and the next shooter takes their place.

Players who bet on the previous roll are eligible to become the shooter as the dice move around the table. When it is your turn to be the shooter, you can either take your turn or pass to the next shooter.

It’s exciting!

The excitement is stirred by the betting!

There are more than forty different bets in Craps, which include the following:

  • Pass Line: The pass line bet offers an automatic win or lose scenario. If the shooter rolls a 7 or 11 on the comeout roll, you automatically win. If the comeout roll is a 2, 3 or 12, you automatically lose. Any other number becomes the point. If the shooter rolls the point before rolling a 7, you win. If the shooter rolls a 7 before the point, you lose.
  • Come Bet: The come bet is a variation of the pass line bet that treats the next roll the same as a comeout bet. If the shooter rolls a 7 or 11 on the next roll, you automatically win. If the next roll is a 2, 3 or 12, you automatically lose. Any other number rolls and bet travels to that number. If you roll that number before a 7, you win. If you roll 7 before that number, you lose.
  • Don’t Pass Line: The exact opposite of the pass line bet, the don’t pass line is a bet against the shooter’s ability to roll the point before rolling a 7. In the don’t pass line bet, 2 and 3 become automatic winners, while 7 and 11 become automatic losers on the comeout roll. A roll of 12 pushes. If the shooter rolls a 7 before the point, you win. If the shooter rolls the point before a 7, you lose.
  • Don’t Come Bet: The don’t come bet treats the next roll exactly like the comeout roll, with the terms of the don’t pass line bet in play. On the very next roll, 2 and 3 become automatic winners, while 7 and 11 become automatic losers. A roll of 12 pushes. If the shooter rolls a 7 before the number, you win. If the shooter rolls the number before a 7, you lose.
  • Place Bets: At any time in a shooter’s round, players may bet on an individual number. If the number you select is rolled before a 7, you win. Players can increase, decrease or remove a place bet at any point in a shooter’s round.
  • Field Bets – These bets are for one dice roll only. If a 2, 3, 4, 9, 10, 11, 12 is rolled you win. A 5, 6, 7 and 8 make you lose. Field Bets have the following different payoffs: 2 pays double (2:1) while 12 pays 3:1. Other winning dice rolls pays even (1:1).
    Big Six, Big Eight Bets – Placed at any roll of dice these bets win if a 6 or 8 comes out before a 7 is rolled. Big Six and Big Eight are even bets and are paid at 1:1.
  • Proposition Bets – These bets can be made at any time and, except for the hardways, they are all one roll bets:
    • Any Craps: Wins if a 2, 3 or 12 is thrown. Payoff 8:1
    • Any Seven: Wins if a 7 is rolled. Payoff 5:1
    • Eleven: Wins if an 11 is thrown. Payoff 16:1
    • Ace Deuce: Wins if a 3 is rolled. Payoff 16:1
    • Aces or Boxcars: Wins if a 2 or 12 is thrown. Payoff 30:1
    • Horn Bet: it acts as the bets on 2, 3, 11 and 12 all at once. Wins if one of these numbers is rolled. Payoff is determined according to the number rolled. The other three bets are lost.
    • Hardways: The bet on a hardway number wins if it’s thrown hard (sum of pairs: 1-1, 3-3, 4-4…) before it’s rolled easy and a 7 is thrown. Payoffs: Hard 4 and 10, 8:1; Hard 6 and 8, 10:1
